Three decades of tolerance to the consumption of marijuana in the Netherlands may be coming to an end. A report commissioned by the government (center-left) advises reconsider the classification of drugs for mild hashish sold in the country.

Currently, an adult, whether or not Dutch, you can legally consume up to 5 grams of marijuana in any of 700 sites qualified for this, the famous “coffee shops”.

Paradoxically, although none is plagued by staff as smoke inside the bar, the cultivation of drugs is considered a crime.

Part of the new focus given by the report, led by the Christian Democrat, Wim van de Donk, due to the impact caused by the numbers of illegal cultivation of cannabis. Until 1990 the coffee shops are supplying 80% of grass coming from Morocco. Currently, at least two thirds of drugs sold in the same places carry the national clandestine cultivation.

In his conclusions, Van de Donk recommends imposing an “obligation” to coffee shops to serve only to local partners. With the law in his hand will be difficult to prevent access of a citizen to a community of bars without incurring discrimination.

And, as the cultivation, he suggests trying a legal quota of plantations, accept only “local suppliers”. This is a problem because the EU and the UN only admit plantations of cannabis for medical use or for personal consumption.
