Joe Biden wants to set a ‘new tone’ in US relations with the world. His promise touches US foreign relations more than it does the government’s defense and security issues. This brings a level of truth to what Barack Obama said his government will be: reconciliatory. Biden’s message is clear: the US now intends to “talk more, listen more.” He adds, though, that “The United States will do more, but need more help from its partners.”

“I say very seriously, we need your help,” Biden stressed. More collaboration is needed in the case of Afghanistan where the US expects more civilians and military reinforcements from Europe. Guantanamo will be closed but Biden asks for Europe’s help to host some of the prisoners.

Faced with the matters of Europe and NATO, which Biden called “the cornerstone of our security policy,” he wants to send a conciliatory message to Russia. “To paraphrase President Obama, it’s time to press the reset button and rethink all the areas where we can and must work together,” he said.

Although he confirmed that the controversial project to build a missile shield in Eastern Europe will go ahead, he said that this matter will be conducted in consultation with US’ NATO allies and Russia. The clear and present strategic plan among NATO member is to renew the Atlantic alliance based on greater cooperation through networked security.
