World Bank Urban Strategy: amended to include climate change issues

Since the adoption in October 2008 of its strategic plan on climate change and development, the World Bank has worked exceptionally hard to become a major player in climate issues. After being convinced that the climate change battle will be won in the cities, the World Bank is amending its preparedness strategy and position.

The new World Bank strategy in terms of cities is expected in September. According to the organization, it must embody ‘a paradigm shift in how to manage risks and opportunities of rapid urbanization.’

The current policy dates from 2000 and focuses on issues of governance and competitiveness, not issues related to the environment. Since then, urbanization has been accelerated and the risks of climate change have been palpable. Above all, while urbanization was seen as untenable and counter-productive, it is now considered a key element for economic growth, according to the World Bank.

Since urbanization is an inescapable and inevitable reality, the World Bank wishes to use its positive aspects towards growth and minimize the risks of its downside.

Infrastructure and energy efficiency, urban planning and governance, water management, and support to the vulnerable and disadvantaged are some of the challenges the World Bank wants to meet head on in its amendment to its current urban strategy.

The reality it is confronted with includes the fact that ‘more than half the world’s population resides in urban areas.’ The pressing issues it has to deal with: the urban population of developing countries increase by 70 million people per year; one billion people already live in slums; and 360 million live in urban coastal lowland threatened by rising oceans.
